sometimes checklists are better than instructions
  • you are level X
  • your citycore has exact 3 neighbours (more works too but why loose them?)
  • neighbours of core are upgraded to level X or higher
  • each neighbour produces something different when surged

if every point is true it should work

they have to have different surges
If they have same icons (agriculture/government etc) doesn't matter
