I checked the link, and already had that exact same plugin. In a last ditch effort, because I've already spent hours on this the other night, I wiped everything: the plugin, the settings, the book itself. And then re-installed and re-imported everything from scratch.

And this time it worked! I can now use the book on my Kobo without issues. Thanks to all of you for the help!

One thing you could do a buy a Tolino Reader to read NetGalley eBooks.
I have a Tolino, and I have not been able to read NetGalley books on it, except those few without DRM. I can't read the lcp, because the Tolino doesn't support it (although I haven't gotten password protected books from Onleihe to work either). Sending to Kindle doesn't work because while I was able to remove DRM from a KFX, it didn't work with the AZW sent by Netgalley. Send to Kobo doesn't work because it won't let me download the file.

Speaking from experience, I don't think it's possible to be set up for dedrming Netgalley ebooks and Amazon ones at the same time on the same computer. Iirc they want different versions of Kindle For PC. DeDRM 10.0.9 that I'm using works for Netgalley books sent to Kindle, but not for books bought through Amazon.

So my guess is, if your set-up is able to handle KFX, you're not set up for Netgalley.

Both Send to Kindle and Send to Kobo at NetGalley work with DeDRM. For Kindle, you need an E-ink Kindle and have its serial number entered in DeDRM's customization. For Kobo, use Obok with Kobo Desktop or a Kobo ereader.

So one just downloads it with Kobo Desktop similar to the Kindle for PC method?

There is no good reason to stick with an older version instead of using DeDRM v10.0.15.

You can't download NetGalley books with Kindle for PC. They are sent like personal documents which at least as far as I know aren't available in Kindle for PC. (Although I haven't used the recent versions of Kindle for PC.)

Yes, you can use Kobo Desktop to download them when sent to Kobo. Then use Obok to import them into calibre.

Kindle for PC (at least recent versions, going back a couple of years?) do support personal documents.

Getting an azw suggests that you could not decrypt the file.

Yes there is. The old version still works fine, so I have no reason to waste time updating for zero benefit. If and when the old version no longer works, then I'll invest time and effort into updating.

Ah, it's probably been a couple years since I've really looked at Kindle for PC I guess. (Easier to use my Kindle for DeDRMing.) In that case, I would think you could decrypt them with the right setup.

ETA: I'd be curious what format they are delivered in. Previously Send to Kindle from NetGalley delivered azw3/kf8 even to Kindles that could handle kfx.

It's more complicated now than just installing deDRM. There are more steps involved. See here:
