Show books on Kindle, while Kindle NOT connected?
Is there anyway I can have the On Device column show what books are on my Kindle even when the Kindle is not connected?

No. Calibre does not (at the moment anyway) understand or track individual devices.
Why do you want this? If it is simply to have a list available of the books on the device, one possibility is to use the Calibre option to create a catalog while the device IS connected (of the books on the Device). |

Or you can do as others have done, myself included, create a custom column that mimics the ondevice column which you would update while the device is connected. Then when it is not, you have access to that data.
