			It's much lower risk because takeoff/landing are the most dangerous/critical times in a flight.  Having an instrument give a false reading while cruising at 30,000 feet is a lot different than having an instrument give a false reading while trying to land.

			I understand, and didn't mean it that way.  I just want to make sure others understand (which seems to be a point of confusion) that we're not talking about TSA or "security theater" in the sense of protecting us from terrorists.

			It's a perception problem, certainly.  People "think" the rule is silly.  The question is, how do you convince them that they're not as smart as they think they are.
