When there is too much rain at one time and the ground is over saturated, it just runs off into the drainage system and out to the ocean. It will help the reservoirs refill which is very good but most will get wasted.

) but someone told me that if the rain is too heavy it doesn't have time to penetrate the ground and go down to the "nappe phréatique" (special level of underground where all the water is stored, i don't know what it's called in english), it just runs into the river / sea and gets carried away. they also said that rain in summer doesn't count, because the plants drink it all.
