When there is too much rain at one time and the ground is over saturated, it just runs off into the drainage system and out to the ocean. It will help the reservoirs refill which is very good but most will get wasted.

you're a duck with impeccable taste, daffy. i always knew that about you. i understand what you mean about too much at one time ; if it rains too hard here my window leaks and my living room gets flooded (even if it only rains for about 15 minutes !), and if it rains too hard for a bit longer than that, the streets around my house tend to get partially flooded ; not enough to need a boat, but enough that you can't avoid getting your feet wet (and i mean WET) when you try to cross the street, unless you make a huge detour. same thing with the drains not being able to handle so much water at a time. i've never seen it as extreme as your photos, though.

One cool thing. Our mail delivery person who is a petite lady was still able to make the mail delivery yesterday.

wow, she's either insane or crazy dedicated. or both. if i were a mail delivery person, i would DEFINITELY not be going from house to house in weather like that !

i wondered about that too when we have a lot of rain here (they keep claiming we're in a drought here too, i just don't see how that's possible with the amount of rain we seem to get ) but someone told me that if the rain is too heavy it doesn't have time to penetrate the ground and go down to the "nappe phréatique" (special level of underground where all the water is stored, i don't know what it's called in english), it just runs into the river / sea and gets carried away. they also said that rain in summer doesn't count, because the plants drink it all.
