Even if it is DRM-free, there's a chance the download will be PDF not EPUB. So you're still stuck...

With the Kindle Gen 4, maybe get BW and reduced resolution. But the only real images would be the cover and the titlepage (maybe).

Given this can be gotten with the Kindle, I say it's a go for it and try.

My guess is maybe because it says it's from Orb Books even though that's an imprint of Tor. However, when I picked up A Novel Way to Die to test, it did not show the ability to download right away. So check back later and see if it can be downloaded.

Oh, speak of the devil. It actually did give me a download option. It was just only visible from the Manage Content and Devices page, not the Library page.

EDIT: Going back through my library, most of my TOR purchases from Amazon are retroactively showing the additional download options. This is good, although admittedly I don't have too many--just a few Gene Wolfe novels and The Three-Body Problem.

Still, progress.

EDIT 2: And a good thing it did work, too, because I plugged in my Kindle 4th Gen hours ago and the battery indicator has yet to change at all. I think she's dead...

That's the Your Books library view. It's fairly new. I know there are threads here about it. The only way I know to navigate there without the direct link is your account -> content library -> books, and they have a small box near the top with the link.

The problem with the library page is there is no way to download the book you should be able to download.

I got some with downloads, not many though. For some reason Vivaldi browser changes the epub extension to zip.
