Are ebook-viewer references CFI format?
Are the references (e.g., "ref:13.24") in ebook-viewer's reference mode in EPUB Canonical Fragment Identifiers format?

No, those are an internal format of the viewer. You can get the CFI reference by the Go to -> Location in the viewer controls
