EU plans to allow lower VAT rate on ebooks
According to a report at Ink, Bits & Pixels, The EU Commission (having just spent the past four years suing France and Luxembourg for reducing the rate of VAT they charge on ebooks) plan to introduce changes to the VAT rules to allow countries to charge their lower rate of VAT on ebooks!

Unfortunately, it seems likely that it'll be some years before the rule changes actually get implemented.

Yes, because this is what the law currently requires. What's now being proposed is a change in the law. You can't break the law just because you don't like it.

But it might have been better to recognise that a change was needed four years ago...

If it does happen, I wonder if the UK will be allowed to use it's special 0% rate, or whether it'll be limited to the 5% rate.

Because in Spain, some years ago, the Government dropped some days the VAT, and you only saw changes in the detailed bill, where the seller writes down the taxes, not the final price.
