After going through all the WD offerings, I have settled on the tiny little Passport, 1TB, USB2/3 that will fit into a shirt pocket and just plugs into the USB port when needed.

When is the 128GB iPad due to be released? Just looked in the UK Apple Store and no sign of it yet.

Android and iOS apps connect to it when outside of the home network where ever there is wifi and a couple of smartphones to act as hotspots when no wifi is available.

The Adams paraphrase might be less likely to offend self-identified Americans and so escapes that particular interpretative trap, but I still like the huckster's compression in Mencken's original. It seems designed to be muttered by W.C. Fields.

Or is this strictly to store movies and photos and those kinds of things that aren't app specific? I suspect it's the latter, because I've been poking around in Newstand and the Settings, and I can't find anywhere where I'd be able to tell the iPad to look elsewhere for the magazines.

It wouldn't help for the built-in apps, but is very useful for things like third-part video apps. You can either stream directly from the NAS drive, or download from it to the iPad and play the files locally. I use OPlayer for that, but there are others as well.
