It's a good start, but it should also take account of the speed at which the site operator complies with the request.

I hope Google's algorithm is excellent, or it could force down the rank of legitimate pages. New services are often on the receiving end of a lot of takedown requests. A recent example of where this can go wrong is the case of LendInk, a legitimate ebook sharing site that was taken down by the actions of an angry mob of authors.

I'd prefer Google not do this if it means legitimate services are ranked lower, but they can do whatever they like with their service. No doubt this move will help Google with some of its other negotiations with content creators.

Yeah, that's always kind of the problem. I don't have much sympathy for pirates at all...but I tend to like proposed solutions to the problem even worse, since they tend to be overbroad and harm a lot more than just the pirates.

Still, Google doing this itself is probably going to be less harmful than a general governmentally imposed system that applies to everyone.

I'm really curious how Google is going to differentiate between a site getting legitimate DMCA Takedown Notices and one getting a ton of bogus ones.

And I feel fairly sure that searches on media content will point you towards Google Play.

The key word is "valid". According to the article referenced above, "This new system will take into account every one of the Copyright Removal Requests they receive that turn out to be valid" (my italics).

This is presumably to prevent attempts to spam the system by issuing bogus notices to your competitors.

I don't side with pirates at all, but this seems to be the beginnings of internet censorship. How long before something like this expands to other types of sites/topics?

Apparently immune. Google Play is full of counterfeit versions of games and other apps.

My guess is that Google starts feeling the pressure. The small guys that make apps and such can't sue them, but the big content owners can hurt them.
