I cannot speak for the book, but this does not say zombie to me at all. It's just good example of the poor use of Photoshop.

If I remember correctly Harlequin even has a kind of code with their covers, the less clothes on the front the more sex in the story.

I don't know why, but it has become so common also here in Brazil the cover specifying "Um romance" (A novel) under the title. Maybe to avoid the angry consumer going back to the library saying "I thought it was a geography book" or whatsoever.

By the way, I don't like it too.
