I would imagine there has been a great deal of money from RIAA and the MPAA channelled into politicians private and campaign funds to get whole sordid affair off the ground.

Like so many of our mindless laws, this one will be virtually impossible to enforce due to the abundance of violations and inevitable funding cuts to government organizations and employees needed to enforce it. Look at the effectiveness of Wall Street regulations ...

Wall Street regulations are ineffective because that would harm those who own the politicians. This legislation (potentially) opens up additional revenue streams for capital and has chilling effects that capital may find useful. It also may provide a model for policing intellectual property abroad, which is part of the long term strategy of Western capital for maintaining its hegemony.
