I think it's a combination of things - in Germany they can't discount because of the Buchpreisbindung, and in the UK they can but it's dependent on contracts with the distributors/Agency Pricing. There may be a couple more eligible than the two I mentioned it's just been a while since I did any searching and I don't remember. Always worth a shot to check.

I just bought some of my wishlist with the SALE50 code. A book that costs £6.65 had £3.03 deducted.
Now I'm no Stephen Hawking, but I'm sure that is not 50% off the price. It's not even rounding up/down to the nearest penny.

I'd like to just add a note to this, as it might be helpful to some.
When I first tried changing my country, it wouldnt work and it took me ages to work out why.
After clearing any saved payment info and then changing the country and postcode, if needed, I would then click Save, and assume the new details had been saved.
However I eventually worked out that after clicking Save I needed to stay on the page until the words "Your Changes Have Been Saved Successfully" appeared in green up near the top of the page. Sometimes it can take 15-20 seconds for those words to appear. If I navigate away from the page before they appear, the changes dont get saved and so my country remains unchanged.
I dont know if others experience this lag before the changes are saved, but thought I'd mention just in case.
Also, sometimes, even after I've had the green message, I still need to refresh the Kobo home page a couple of times for the new country to kick in.

re traveling, something else people need to consider is foreign transaction fees on their payments, right? And afaik getting a gift card for payment still isn't an option in the US.

This is why I don't do the traveling, even though there's some books I'd really like to get that aren't available in the US. It just seems too complicated, with too many little things to remember / discover too late you didn't know about. They may all be covered in this thread somewhere, but the info is scattered across several hundred pages.

Sounds likely. Here in the States, my state's sales tax gets added in, so the final cost is more than just half the ebooks' cost.

I'd been getting the gift cards from Australia and Canada. This way some of the fees are avoided - some cards charge a per transaction fee - this way I got charged only one transaction for as many books as CAD$100 can buy...
