Look at the first post in this thread for information about Agency pricing. Also, if a book says that the price is set by the Publisher, the discount codes will not work with that book.

As Taming says Kobo will state if the price is fixed by Pub.

If Kobo is doing it at a discounted price however then they seem open to a further discount by using a code.

Actually, this is not true. Some of the smaller publishers are shown as having the prices set by the publisher but the codes still work. It is probably best to try out the codes on each book unless they are one of the big agency publishers or their imprints. Some of the imprints even still allow codes, such as Angry Robot and Soho who were purchased by Random House.
