Why do evil people in these films always talk like they're gargling sand? I think they should talk like Truman Capote. Isn't destroying the world all about love gone awry?

Or at least be supremely bored as they attempt to destroy said world. You know, like that guy in the first Johnny English film.

Similar voice is ued (used to be used?) in trailers/previews and on DVD's for forthcoming (usually violent action type films) all the time. I imagine it is meant to convey the gravity of the mindless violence one is about to view!
