I am trying to match:

I'm getting "ERROR: no matches found"

I would blank all the fields then add an amazon id in the ID field.

eg amazon:B0D32MCWVM

I just tested and it worked ok on my setup. See image.

And then because I wanted to copy the log output, I ran the search again and it failed. with this error...

You might also want to try adding the Kobo Metadata plugin. For books that are on both Kobo and Amazon, it seems to be more reliable in returning data. I tried after adding the ASIN ( B06XRCBRX8 ) as both amazon: and mobi-asin: and both Kobo and Amazon returned metadata. Just for the heck of it, I then repeated the metadata fetch. After 5 fetches, Amazon dropped out and another 3 fetches knocked Kobo out. A 15 minute break while I enjoyed a coffee and scrumpet and both worked for two more tries.

Forbidden in the first post says you are being blocked (or not logged into the site, if needed) . Too many attempts will cause that block to trip.
The second implies there are no configured (in Get Metadata) sites or your Id's (eg ISBN) has the wrong / mismatched data. Sometimes Blank will find a match

Well I tried waiting 24 hours without trying to download any metadata and then requested the download for just this one book and got the exact same error as before. I would think 24 hours should be enough time to waste.

To the best of my knowledge I've configured appropriate sites (see attached screen shot). I'm not sure what else to configure.

That is not the whole picture. On the right is WHAT to get from all sites (if available).

In addition: Look below those you show. The button.
That allows you to cherry pick from the selection (and permits you to ignore values from others) I have my favs for Series, covers and synopsis. They are not all from the same site.
