Is there a way to manually invoke transformations?

In metadata download settings, theres rules to transform authors, publishers, series. Is there a way to invoke these without downloading metadata?

I see Upper-case and Capitalise rules. For me this would be useful for fixing some authors if there was something like "Capitalise first letter, lower-case the rest", or "Title Case", as it's called in S&R option to "Apply function..."

I ended up using a chain with a search an replace action, but there are some cases my s&r won't work correctly, can't recall an example ATM though

I find it is common with many S&R (not just Calibre) that they do not work ON all upper. I must lower first.

Is this available anywhere through menu item? I would like to use it through action-chains.

There's no separate action for them which I think is whats needed for action chains.

Another question: The rules I put in metadata downloads did not show up in the bulk metadata and vice-versa. Is this intentional?

yes, they are different rulesets for different purposes.
