Yes. The amber/white light toggle has 11 steps, and the intensity goes from 0 - 100%, where 0% is off.

Kobos (unlike Kindles) allow for the light to be fully turned off.

I seem to remember that the brightness control goes from 0% to 100% in 1% steps, the cool to warm settings has 11 steps.
