"New" Paperwhite - Unable to register

I picked up what looked like a brand new Paperwhite 10th gen at an Amazon returns place. I turned it on and it was the normal out of box experience. I checked the build and immediately jailbroke. The jailbreak was successful. However, I am not able to register. I get the message...

There was an error while registering your Kindle. Please try again later.

I have connectivity. I have a valid user ID and password. I just recently registered another device without issue. I am on build 5.10.1.3 and I don't have the option to update (it is greyed out). I have tried resetting, etc. I even tried to go to the current shipping version (and lose the jailbreak) but that update failed.

Any suggestions/advice?
