Can we export saved search from one library to another?

For exporting user categories have a look at the Category Tags Plugin.

Saved Searches are very sensitive to the Library Structure (mostly custom columns). I'm not sure if they are buried in Metadata.db or one of the files in the config folder. they are not separate.

You can copy (cut and Paste to a temp TXT document) individual EXPRESSIONS from the Manage Saved Search section of the Tag browse

Saved searches are per library, so they're in the library database. The Job Spy plugin has a tool to copy them from one library to another.
