Can't install German Dictionary

When I try to install the German Dictionary "dict-de_de-frami_2017-01-12.oxt" from the LibreOffice Extensions repository, I only get the following error message:

Traceback (most recent call last):
File "calibre\gui2\tweak_book\spell.py", line 122, in accept
File "calibre\spell\import_from.py", line 139, in import_from_oxt
File "calibre\spell\import_from.py", line 52, in convert_to_utf8
TypeError: lookup() argument must be str, not bytes

When I reopen the editor, the dictionary seems to be installed but doesn't work. The English dictionary works perfectly.

I am running calibre 5.3.0 on Windows 10 64 bit.

Any idea? Am I doing something wrong?

It's a regression in calibre 5 fixed in the next release.
