Am I able to set a page so that pinch/zoom works on mobiles?

Is this for an image? I believe most apps will allow a reader to tap to enlarge, then pinch zoom. It depends on the app.

No, I created a 4 column index in a table, but it does not scale when I view it on a mobile and pinch zoom has no effect

What app are you using on what OS? Pinch/zom is not a generic ePub feature. It's a feature (or not)of the app.

I'd avoid that many columns for ebook and pinch/zoom isn't the expected way to increase text size for folks that read ebooks.
