It shouldn't be; Tor.com's ebooks are claimed to be DRM-free. Is it possible Calibre is misreading it? The other possibility that comes to mind is that the Tor book creators accidentally clicked the "add DRM" button somewhere in the making of the epub version.
*** ::reads some bits at Tor:: Ah! The thread at Tor points out the problem: the *content* is not locked, bu the embedded fonts are. My head hurts. Sometimes copyright law applications are psychotic. |

That epub file contains an encryption declaration even though the content is not actually encrypted. unzip it and look at the file encryption.xml
