Location sync

I have a strange problem. I have 2 iPads and one iPhone, all on same Apple ID. Marvin location sync worked fine between these.

Then I had to restore the iPads, using one saved backup. Now the iPads will save location sync data and both can see the iPad location info. The iPhone can also save location data, but cannot see the iPads info. The iPads cannot see the iphone data.

I have confirmed that the iCloud storage seems to be the same file amount all three. Therefore, it sees to be some Marvin 3 setting...or something.

Any ideas?
