Open Dialog Stuck at (almost) Full Screen

I swear I've seen this before but I can't get rid of it. The Open dialog takes up almost the full screen (not in full screen mode). You can grab the handle at the corner (and sides and bottom) but you can't move the sides. Its mainly an annoyance but it is starting to irritate me. Is this one of this 500 GUI settings?

Nope, the open dialog is managed by the host OS not calibre.

Double-click the title bar of the dialog box to return it to "restored" (neither maximized nor minimized) size.

That only works if a window was Maximised, not if it was stretched to the monitor edges.
