Unable to reach the plugin index page/Medadata Error

I update my calibre. The day after I started to have this problem. I disable my antivirus and it still did not work, I checked my proxy server and made sure it was on automatic still did not work. I did ever thing I could think about and it still not working what can I do

calibre, version 3.6.0
ERROR: Update Check Failed: Unable to reach the plugin index page.

Do you have a firewall that's preventing access? Also try disabling the proxy server if you don't need it to access the net.

I just tried that and nothing happen is won't even let me connect my Calibre CC

Those symptoms are Firewall blocking,.. IF you are using the same PC to post here.
Since the Index page is right here at MR, you could download the PI and use Preferences: Plugins: to manually install the PI Zip file (leave it zipped). The button is at the bottom
