no Error message for bare text in <ul> ... </ul> tags!?

We are used to get an Error message for bare text:

You cannot have bare text inside the body tag. The text must be placed inside some other tag, such as p or div

Here I got none. Obviously bare text goes OK between <ul> ... </ul> tags. Is that correct?

The <li> ... </li> tags were inserted with a regex. The existence of that &gt I can't explain.
