Create new library like existing library

Hello, will someone please help me with my small and very annoying dilemma?!

I would like some simple "kindergarten" type instructions on how to create a new empty library using the same format as the one I'm currently using.

I've tried by choosing "Switch/Create Library", then type in the new location where I want it to go, but then it gives me an error message that the location doesn't exist. I DO NOT understand this. No, I haven't created a new location because I don't know how apparently!

Sorry to be so perfectly ignorant but unfortunately that's exactly what I am in regards to this. Frustrated as heck too.

Thank you for whatever help that you can offer me.
