Why I can't find newer version from Calibre on Sourceforge ? The last is here version 2.31.0. tar.gz and zip is not the complete source from calibre.

Because calibre no longer uses sourceforge. Links to where you can find calibre are on the calibre download pages.

The primary download location for calibre has ALWAYS been the calibre website.
And SourceForge isn't terribly reliable these days. Never mind the predatory ads and hijacked adware installers. What about the outages? |

Sourceforge does not allow maintainers to delete their projects, so no.
We're lucky they haven't stolen the account and uploaded adware installers like they did to GIMP.
