That isn't very different from the scenario with the Canadian Competition Bureau and their investigation of publisher agreements. They reached an agreement with four of the publishers to rescind and renegotiate contracts to achieve a non-agency model (no, there was no compensation for customers). Kobo responded, gave the CCB a scolding and sought to reverse the action. It's still ongoing.
