How to move HTML TOC to below first page

Hi,
I used sigil Generate HTML TOC and it automatically placed the TOC page before all existing sections. I want TOC to be after my first page (which is a kind of title page, but it's not a cover page). Is there a way of moving HTML TOC down?
In general, is there an option of changing order of sections in Sigil?

You can just drag & drop each entry in the Book browser to the position you want it in. Sigil will update the opf file accordingly.

You can reorder any section file by dragging the filename to the new position.

I do exactly the opposite from you, I drag any inline TOC to the tail end of the book. My devices support the NCX far better than a HTML TOC does. (I don't lose my existing place if I peek at the TOC while reading)
