WiFi disabled but tethered via Bluetooth
Not sure whether this is a true bug or not. On a Nexus 7 (2012) running 4.4.4 if I have WiFi disabled but am tethered via Bluetooth to a cell phone, attempting to connect to a content server fail with a message that I need to enable WiFi.

I would have assumed that the presence of ANY IP connection would be sufficient; not just one via WiFi

Sorry, I lost this one.

When connecting to the content server, CC requires wifi to be turned on only if the "Allow connecting using 3G" option in the content server connection section is not checked. If that option is checked then CC simply tries to connect. If that fails then something in the networking stack is causing the problem.

So, try turning on that option.
