It seems that they only do promotions "all or nothing." They don't have a gazillion different promotions, with different prices and different other terms and conditions, running at the same time, like Audible does for their trial memberships (and maybe other memberships). If Amazon lowers the Prime membership price, it's lowered for everyone or everyone of a certain group. For example, with the most recent promotion that I remember them having, they lowered the membership price to $75 for new members for a certain period of time.

If you use Prime mostly or entirely for the free shipping, why not order everything you expect to need in the near to intermediate future and then let Prime lapse until you want to use it again? It's an effective savings of over $8/month and who knows? They might have a promotion while your membership is in abeyance.
