Move a ebook format to new library

Is there a way to create a new Calibre Library by moving all ebooks of a particular format from a existing library?

Yes!

(and it is easy)

Keywords: Create Library using existing structure, Tweaks: tags when copying, copy to Library Copy to Library (Use the DELETE AFTER COPY)

UPDATE: You wanted Only a specific format of a title moved, not the whole entry??

Then
Do not use the delete option when coping to (the new) Library

This leaves the metadata the same in both Libraries

After the copy: In the destination Library: Select All: Delete: Remove specific formats (the ones you do not want there)

(option clean formats in the main)

But why not just use a VL or is the new Library being transited elsewhere?
