Does kobo touch dictionary work with pdf's? Does kobo allow app installing apps?

I'm afraid you can't make any annotations in pdfs with Kobo. As for apps, what kind of apps are you pertaining to? If Android apps (apks) then no, but there are alternative readers you can install on the Kobo...
