Yes. Stores are calibre plugins, written in python. Using the existing stores as guides, you write the new store plugins then submit them for inclusion in calibre. I think that both user_none and kovidgoyal would need to approve.
You would need to setup a calibre development environment, and to work out with Kovid how you will submit the original store code and later maintenance changes. |

I suspect that one very important criteria to approve a new store is that the site isn't an obvious distribution channel for pirated books.
