Smart Quotes

I have been looking for the Smart Quotes utility which seems to exist only within Calibre since no file in the calibre folder is named as such.

Is there a separate utility?

no, you have to call it from within calibre.

What do you want to use it for? If you want to use it in an ebook, the easiest way is to open the ebook with ebook-edit.exe and use the utility from there.

You can use the Modify ePub Calibre plug-in with the Smarten Punctuation option enabled.
