why is picture uploading failing?
I've tried to add a picture to my profile. The picture is 100 px by 86 px, and 19kb, so it should be within the standards for this, but the upload keeps failing.

Can someone help me figure out why this is happening, and help me upload it?

That's because you have to use "Edit Avatar" instead of "Edit Profile Picture" for what you want.
