"Restrict to" button is gray-out but still useable

After some usage it suddenly appears to me that the "Restrict to" button (above, left) seems to be gray-out, but is still useable during a search operation. Is this intended?

The grayed out text indicates that it is placeholder help text, just like in the search box next to it, when the search box is empty
