Not from your Kindle, no.
But there's nothing to stop you from copying the PDF to your computer and printing it (provided printing isn't restricted by the PDF itself).

just open the pdf (it'll be in the kindle's documents folder) while the kindle plugged into your pc and print it by clicking the printer icon on the top left of the pdf window.

As far as I know, not as an app.

You can use the web browser to navigate to your account. I think I did it about once and found it very clunky but it might work better on the upcoming touch model. Read here:
