ePub "safe" CSS Colours

When converting to ePub is there a "safe" set of colors values to use in the CSS which renders without dithering on all eReaders, (perhaps there is a set for 8 greyscale and a different one for 16), or does this depend on the manufacturer?

Why not use their names? black, red, green,blue... are a few of the many of the 16 valid names allowed.

Interesting! I had, (obviously wrongly), assumed that all colors should have equal components of R-G-B since the readers are greyscale, so I have been using values like #999999, #cccccc etc, but noticed that some get dithered, which can look messy on a block of shading.

I would expect that some readers would have to dither the color values. Not all readers do 16 levels (only the most modern ones ). Mine does 8 (a reason I picked it over it's slightly bigger brother, that did 4 back then.)
