There are many publishers that sell their ebooks directly. Here are a few:

Many of the books at Regency Reads are also available at Fictionwise and are cheaper if you can buy when they have a coupon code available.

In addition to those named above, the Sony Reader store and www.entourageedge.com bookstores have Romance sections (and a reasonable number to choose from ).

It seems to me from my browsing and from the emails ebookstores send me that Romance readers make up a significant portion of the ebook buying public. Go us!!
