Where is the TODO list?

Some feature requests on the bugtracker are marked as Duplicates, but there is not mention of the original bug. Here is one example:
http://bugs.calibre-ebook.com/ticket/2297

The bug mentions that the feature is question is already on the TODO list. Where is this TODO list? I could not find it here on the forum, on the Calibre site, or in the User Manual. Google could not find it either.

To my knowledge there is no central one, only the ones the different developers keep for themselves. I don't know of any public ones.

This is Kovid's personal TODO list either kept in his head or a computer behind the scenes.
