When i upgrade to a newer version of calbre, do I need to reinstall plugins?

No. Plugins and their configuration data are stored in your Calibre preferences directory along with all your other configuration settings. So provided you have not touched that directory (an install will not) all your plugins should be fine.

Of course it might be that there is a later version of the plugin that you could now install (we upgrade them every now and then) so it's worth checking the plugins index for that from time to time if you haven't upgraded Calibre for a while...
