I have a Kobo and read a lot of books in ePub format. I see some buys at Amazon, but don't know if I can down load them and read on my Kobo?

You'd need some way to rip off the Kindle DRM in order to convert to epub and sync to your Kobo (the latter two steps made possible by Calibre). Google is your friend here.
