Kindle: how create table of contents at the bottom line?

I want to convert an epub newspaper into kindle format. all works fine and I can navigate to the table of contents by choosing goto ...

how can I convert the epub file and create a table of contents like the news-files and navigate to it at the bottom line?

you can't, you have to download the news directly in MOBI format.
