In some of hte threads on this forum there is the word Unutterably Silly in a blue box. How do they do that?

These labels/prefixes can be added to a thread when it is created. Click on the "New Thread" box -> you'll see a box labeled "Prefix" on the far left - click on it to reveal a drop down menu of available prefixes for that forum. If you forget to do this when you create a new thread, ask a mod to edit your thread to add the prefix.

Yes - each forum has its own set of prefixes (or no prefixes).
