What's the significance? It there some new twist on cloud computing?

As far as I can tell as a nontechie, they're trying to get everyone to agree use the same platform, to speed cloud computing? They want to control how the platform is used at the source, rather than let ISPs and such do it? Are you worried because it could be Big Brotherish? Is an EU-, academic-driven tech effort likely to gain any traction in the world of tech? Looks as if this is from 2006?
