If i buy a 10th gen kids Kindle can i...
... Turn it into a normal kindle? I'd also be buying it from the US (eBay) and i am in Canada. Will that be a problem?

Yeah it's completely identical to a normal Kindle. When you first set up the kindle, there will be a screen to set up the kid's account. When you get there, just hard reset your kindle by holding the power button and it will bypass it.
