Which large format 13.3" device should I buy?

Hello Everyone,

I'm not sure which device to get. I want something with some limits to what I can do with it (to help maintain focus) but I also need a few things.

Needs:

Networking (wifi, bluetooth)
Access to files on at least a few popular file hosting services (GDrive, Dropbox, Box, etc.)
Really good PDF support
Really good notetaking support.

Wants:

Less than $400.00USD willing to purchase used.
The ability to disable the web browser if it's included.

I'm looking at used Android 9 Onyx Boox devices (Max 2), but wanted to ask here if people thought there might be a better option for me?
